Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of opposing developments captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are issued from different nations. Considerable effort is expended on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity enabled by up-to-date information. From vantage locations, military aircraft that had been deployed to engage hostile aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems thundered: several firings deployed against a hostile projectile. This was a modern interception technology at work, presumably provided by Western nations. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes sober acceptance: maybe the incoming missile won't cause damage this time, sparing the city from ruin and further power outages.
Continuous Dangers
Following this, a automatic firearm opened up on a drone in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv greeted the early updates: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's critical military reliance on international aid – a need that neighboring countries are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new proposal from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, persist.
Political Considerations
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration works based on a principle understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unrealistic to compel Moscow to relinquish the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a total frontline collapse until situations evolve in its benefit.
Current Realities
Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
